Please add login and password for Crackle channel setup.
Currently there is no login required, but that prevents Playon from remembering the CC settings set in a Crackle userid and there is no apparent way to to set Playon to record Crackle videos with CC .
Have you tried the trick of holding [shift]+[alt] while (re-)starting the server? That opens a special IE window that you can log into various video providers. It can be used to enable captions for several channels, including CBS and Tubi TV. Crackle may work as well, but for some channels you have to turn captions on for each video. If you want to record videos with captions for channels that don't remember that setting, you have to use the "visible.mmt" file method.

For some channels/services, yes, the settings will be remembered for weeks or months. Others have their cookies set to expire faster (or don't remember CC setting at all) and so settings are lost more often. Unfortunately, you'll just have to experiment with it (unless you'd like to ask about my experience with specific channels).
In the case of Crackle, they have an option to always have CC enabled, but it doesn't seem to work (in IE11 anyway). You could try asking them about it: http://www.crackle.com/outreach/customersupport
It would be much more convenient if PlayOn had signon support for Crackle because Crackle profiles can set subtitles preferences but Playon doesn't use the profile.
Using visible.mmt defeats the ability to queue videos for recording as I would have to watch when the Crackle video is being recorded in order to set it for subtitles. Much more user friendly if Playon supported the Crackle login profiles.
